“Hit the road” is an expression which means to leave a place. For example, “it’s very late, I need to hit the road or I’ll be late for my next meeting”. “Jack” is simply a colloquial name for a man. In this song, Ray’s girlfriend (or maybe his ex-girlfriend) is telling him to leave.
